A new Starbucks with a drive-thru and outdoor patio is planned for North Alexander Drive behind Kroger after Baytown City Council approved an economic development agreement for the project Thursday night.

Under the agreement, the city will convey approximately one acre of a city-owned 9.2-acre tract to Palo Verde Partners Development LLC. In return, the developer is required to invest at least $2 million in site and facility improvements.

Plans call for a roughly 1,900-square-foot full-service Starbucks, including a drive-thru, approximately 300 square feet of outdoor patio seating, upgraded landscaping and enhanced architectural features.

The development is expected to create five full-time-equivalent positions and generate an estimated $50,000 annually in combined property and sales tax revenue, according to information presented to council.

Construction must begin within two years under the agreement. If development does not begin within that period, the property would revert to the city.

City officials also said the project could help encourage additional commercial and retail development on the remaining acreage.

Baytown has adopted new regulations for future data centers while city officials work on more detailed long-term standards.

City Council approved changes to the city's development code Thursday that specifically define data centers and allow them only in heavy industrial areas with a special use permit. That process requires additional review and gives the city the ability to consider site-specific conditions and potential impacts before a project is approved.

City staff described the change as an interim measure designed to close a gap in existing regulations while officials research more comprehensive standards covering issues such as location, design, performance and coordination with utility providers.

New details have been released in Monday's shooting on North Redell Road that left a father dead and his 19-year-old daughter hospitalized.

The Harris County Sheriff's Office has identified the victims as Leonel Pavon, 53, and his daughter, Enelsi Pavon, 19. Leonel died following the shooting, while Enelsi remains hospitalized in serious condition.

Authorities say Guillermo Mondragon Rosales, 22, Enelsi's former boyfriend, is being held in the McLennan County Jail awaiting transfer to Harris County. Rosales was initially charged with aggravated assault with a deadly weapon in connection with Enelsi's shooting and has now also been charged with murder in connection with Leonel Pavon's death.

Sheriff Ed Gonzalez said investigators believe the shooting stemmed from Rosales' anger over the end of his relationship with Enelsi.

Rosales is presumed innocent unless and until proven guilty in a court of law.
