Court Rules Liberty County Children
in Near-Drowning Case
May Visit Mother, Not Father

The father at the center of a bizarre near-drowning incident on the family’s multi-million-dollar estate will not be allowed to see his children for now. The ruling came during a tense emergency custody hearing held Friday afternoon in Liberty County.

The court determined that the children may visit their mother but ordered that the father have no contact pending further proceedings. The case has drawn widespread attention due to the unusual circumstances surrounding the near-drowning and the ongoing investigation.

Baytown Achieves Accreditation,
One of Five Texas Cities Recognized

The Baytown Office of Emergency Management (OEM) has earned accreditation from the Emergency Management Accreditation Program (EMAP) following a comprehensive and rigorous assessment of the city’s emergency management program. The assessment demonstrated the City of Baytown meets or exceeds all 73 of the ANSI/EMAP 5-2022 Emergency Management Standard.

The City of Baytown is the fifth city in Texas to achieve this prestigious accreditation. This recognition is especially significant because the other accredited cities are large urban cities with greater staffing and resources. Baytown’s accomplishment demonstrates that mid-size and small jurisdictions can also meet and exceed national standards of excellence.

Baytown OEM began the accreditation process in 2018, driven by a commitment to strengthen the city’s Emergency Management Program after Hurricane Harvey. Over several years, the team worked diligently to enhance policies, training, and coordination to meet EMAP’s rigorous standards.

“The EMAP standards set a benchmark of excellence by recognizing high-performing emergency management programs across the nation. We are proud to be accredited and join the ranks of other innovative emergency management teams.” said David Alamia, Emergency Management Coordinator.

“Receiving this accreditation speaks volumes about the dedication and hard work of the City’s emergency management team and our local partners. Emergency Management is a team effort. Thank you to all the city departments and response agencies that made this possible.” said Mayor Charles Johnson.

The Baytown OEM’s vision is to build a prepared, safe, and resilient community. To sustain this vision, the department will continue building core capabilities and fostering preparedness partnerships across Baytown.

EMAP Accreditation standards must be maintained through ongoing program excellence and is re-evaluated every five years.
