$1.6 Billion Speedway Pipeline
to Connect Permian
to Mont Belvieu Hub
Targa Resources has announced plans to build a new 500-mile pipeline that will transport natural gas liquids (NGLs) from the Permian Basin to Mont Belvieu, home to the companyâs massive fractionation and storage hub.
The project, called the Speedway NGL Pipeline, will be a 30-inch line capable of moving 500,000 barrels per day when it enters service in the third quarter of 2027. The pipeline will be designed for expansion up to 1 million barrels per day. Targa estimates the cost of the project at $1.6 billion.
Company leaders said Speedway is central to their long-term strategy and will help meet customer needs as production in the Permian Basin continues to grow.
Other Projects Announced
In addition to Speedway, Targa is also moving forward with:
Yeti Plant: A new 275 million cubic feet per day gas processing facility in the Permian Delaware system, expected online in 2027.
Buffalo Run: A combination of a 35-mile new natural gas pipeline and a 55-mile conversion of an existing line. The project will connect Targaâs Midland and Delaware systems and is expected to be completed in early 2028.
Together, Speedway, Yeti, and Buffalo Run represent a $3.3 billion growth plan, which includes five new Permian gas plants scheduled to come online within the next two years.
Targa CEO Matt Meloy said Speedway is critical to the companyâs âintegrated wellhead to water strategyâ and will provide significant operating leverage once complete.

Authorities in Liberty County are investigating a disturbing case after deputies say a mother may have tried to drown her three children early Monday morning.
The sheriffâs office reported that the childrenâs father called 911 just before 6 a.m., saying his wife had given the children NyQuil and then tried to drown them in a pond near their home. He told investigators he heard a commotion outside and was able to pull the children from the water.
The children â a 15-year-old girl, an 11-year-old girl, and a 6-year-old boy â were all rushed to the hospital. Officials said the mother and the 11-year-old were listed in critical condition, while the other two children were stable. Deputies arriving at the scene found the mother still in the water and unresponsive.
It has not yet been confirmed whether the children ingested NyQuil or any other substance. The Liberty County Sheriffâs Office says the case is still under investigation with the help of Child Protective Services and hospital staff. Both parents are being questioned, and officials said it is too early to determine whether attempted murder charges will be filed.

After spending more than two and a half years in jail, Sarah Hartsfieldâs murder trial is now underway in Chambers County. Hartsfield, 50, is accused of killing her fifth husband, Joseph Hartsfield, who died in January 2023 after a sudden diabetic crisis.
The Case
Joseph, 46, was rushed from the coupleâs home to a Baytown hospital, where he later died. Medical examiners said the cause of death was complications from toxic insulin, though the manner of death was initially listed as undetermined. Investigators reported finding multiple insulin pens at his bedside.
Prosecutors allege Sarah ignored warnings from Josephâs glucose monitor and delayed calling 911, despite alarms sounding for hours. They say Joseph had been planning to leave the marriage, telling family he was afraid for his safety.
The defense argues Joseph had a long history of medical problems, including diabetes and heart disease, and mismanaged his own care. Sarahâs attorney also says she was recovering from surgery, on pain medication, and may have been confused about the timeline of events.
In Court
A jury of 12 was seated this week after a lengthy selection process. Prosecutors told jurors they intend to call more than 80 witnesses, including medical experts, law enforcement, Sarahâs four children, neighbors, and several ex-husbands.
Josephâs mother, Helen Hartsfield, was the first to testify. She described her son as outgoing and devoted to family, but said he became increasingly isolated during his marriage. She recalled Joseph confiding that he worried about âdying in his sleepâ and even asked her for help opening a separate bank account as he prepared to leave Sarah.
A Complicated Past
Sarah Hartsfieldâs history is also drawing attention. In 2018, she admitted to fatally shooting a fiancĂ© in Minnesota, claiming self-defense. That case has since been reopened. Other past allegations â including protective orders, domestic violence charges, and troubled marriages â are expected to surface during the trial.
Hartsfield was arrested in February 2023 and has remained in jail since then on a $2 million bond.
Whatâs Next
The trial is expected to last several weeks, with prosecutors and defense attorneys presenting sharply different accounts of what happened the day Joseph collapsed. Jurors will weigh whether Sarah Hartsfieldâs actions â or inaction â rise to the level of murder.
