It's happening so slowly that most of us would never notice it, but parts of Southeast Texas continue to sink.

The process is called land subsidence, and in the Houston area, it has largely been caused by decades of groundwater pumping. When too much water is removed from underground aquifers, layers of clay can compact, permanently lowering the land above them.

The effects can be serious. Subsidence can damage homes, roads, pipelines and other infrastructure, alter natural drainage patterns and contribute to increased flood risk.

There is some good news — particularly for communities closer to Galveston Bay. After severe subsidence was documented in areas including Baytown and Pasadena, groundwater use was greatly reduced and communities shifted to surface-water supplies. Those changes dramatically slowed subsidence in the coastal area, where rates today are considered largely stable.

But the regional problem hasn't disappeared. As development and groundwater use have expanded farther inland, subsidence has shifted to other parts of the greater Houston area where groundwater remains an important water source.

For Baytown, the history of subsidence is much more than a geological story. One of the most dramatic examples of what can happen when land loses elevation occurred right here, in a waterfront neighborhood called Brownwood.

And that's where Part 2 of our story takes us:

Visitors to the Baytown Nature Center today see wetlands, wildlife, fishing piers and miles of trails. But decades ago, this same peninsula was home to Brownwood, a waterfront neighborhood where more than 400 families once lived.

Brownwood also became one of the Houston area's most dramatic examples of land subsidence.

Decades of groundwater pumping caused the land in this part of the region to gradually sink. According to the Harris-Galveston Subsidence District, Brownwood eventually experienced more than nine feet of subsidence.

Hurricane Carla demonstrated just how vulnerable the low-lying neighborhood had become. Carla made landfall on the Texas coast as a powerful Category 4 hurricane on Sept. 11, 1961 — 65 years ago this month — bringing devastating storm surge and flooding to coastal communities.

Brownwood survived Carla, but the ground continued to sink and the neighborhood became increasingly vulnerable to flooding.

Then came Hurricane Alicia in 1983. Following the storm and years of repeated flooding, residents were eventually bought out and Brownwood was abandoned.

Today, the former neighborhood has been transformed into the Baytown Nature Center. The City of Baytown describes the 500-acre peninsula as the former Brownwood residential subdivision, and remnants of the community can still be found beneath the waters surrounding it.

Brownwood's story remains one of the clearest local examples of why controlling groundwater pumping — and the subsidence it can cause — matters.
