Mont Belvieu Resident Pleads
Guilty in Federal Investment
Fraud Case
A Mont Belvieu man has admitted to wire fraud in connection with a Ponzi-style investment scheme that prosecutors say defrauded multiple victims out of more than $2 million.
According to U.S. Attorney Nicholas J. Ganjei, Carl Channing Spence, 40, operated a business called “AEI Financial” from his home between January 2022 and August 2023. Prosecutors say Spence solicited friends, acquaintances, and colleagues by promising high returns through stock trading that focused on so-called “meme stocks.”
Spence allegedly told investors they could expect returns of 10 to 12 percent during a period of rapid stock market growth. Instead of investing the money as promised, authorities say he diverted funds for personal use and used money from newer investors to make payments that appeared to be returns to earlier victims.
Once funds were received, Spence created fraudulent account statements showing false investment growth and returns. Prosecutors say these statements were used to convince victims to reinvest additional money. In reality, investor funds were commingled into a single account, and much of the money was lost through unsuccessful trades.
Authorities say the scheme involved numerous victims who never recovered their original investments or the promised returns. The total loss to known victims is estimated at approximately $2.1 million.
U.S. District Judge Lee H. Rosenthal is scheduled to impose sentencing on April 14. Spence faces up to 20 years in federal prison and a possible maximum fine of $250,000.
The case was investigated by the Federal Bureau of Investigation and is being prosecuted by Assistant U.S. Attorneys Thomas Carter and Brad Gray.

Department Investigating Homicide
The Baytown Police Department is investigating a homicide involving 32-year-old Jerome Harris of Louisiana.
On Saturday, January 31, 2026, at approximately 10:00 p.m., Baytown Police officers were dispatched to an apartment complex in the 1700 block of James Bowie Drive in reference to an unresponsive male. Upon arrival, Baytown Fire Department paramedics were providing life-saving measures.
Baytown Police Crime Scene personnel and detectives responded to process the scene. The male was transported to a local hospital, where he was later pronounced deceased. Investigators have determined the cause of death to be a gunshot wound. This incident remains under investigation.
Anyone with information related to this case is urged to come forward. Any information, no matter how small, may be crucial in providing answers and closure to the victim’s loved ones.
