$8B ExxonMobil Plant Proposal Gains Momentum Near Port Lavaca
ExxonMobil’s proposed multibillion-dollar petrochemical plant on the Texas Gulf Coast is gaining momentum, as the Calhoun County Independent School District board voted unanimously Tuesday to begin discussions on a potential property tax break agreement with the company.
The project—referred to in public filings as the Coastal Plain Project—would be located in Point Comfort, a small city in Calhoun County situated across Lavaca Bay from Port Lavaca and about 110 miles southwest of Houston. ExxonMobil filed an application for tax incentives under Texas’ new Jobs, Energy, Technology, and Innovation Act (JETI) in December 2024.
According to a report by Inside Climate News, Tuesday’s vote was described as a "first step in the process" of building a formal relationship between the school district and the energy giant. A consultant for the district said the board’s move reflected an interest in learning more about ExxonMobil’s commitment to environmental and community protections.
The project would involve construction of a steam cracking plant, a facility that breaks down hydrocarbons in natural gas into chemical building blocks used in plastics production. According to public filings, ExxonMobil estimates the cost of the plant between $8 billion and $11 billion. If approved, construction could begin as early as 2026, with operations potentially starting by 2031.
At peak construction, the project could employ over 3,000 workers per day, and ExxonMobil projects the creation of 300 permanent and 300 contract jobs once the plant is operational.
ExxonMobil is seeking a 50% reduction in local school property taxes for 10 years, starting in 2031. In its application, the company emphasized that securing JETI tax incentives is crucial to ensuring the project remains competitive against other global site options still under consideration, including potential locations in the Middle East and Asia.
While the school board's vote does not finalize any agreement, it signals an openness to exploring terms that could bring the massive industrial development to Calhoun County. However, local environmental advocates have voiced concerns about the project's potential impacts. According to Inside Climate News, at least one resident has accused ExxonMobil of lacking transparency about the recent public meeting.
ExxonMobil, headquartered in Houston, already operates large industrial facilities in Baytown, Beaumont, and Gregory. The Coastal Plain Project would significantly expand the company’s Gulf Coast footprint if the deal moves forward.

The Baytown Police Department continually invests in technology to enhance public safety, streamline investigations, and improve efficiency in daily operations. These advancements are funded through the Crime Control and Prevention District (CCPD) account, ensuring that officers have the tools necessary to serve our community effectively.
