Liberty Police Lieutenant Fired
After Internal Probe Tied
to Near-Drowning Case

The City of Liberty announced Thurs., Nov. 6th, that a police lieutenant has been terminated following an internal investigation.

According to a statement from the City of Liberty, Lt. Ramiro Lozano was placed on administrative leave prior to the investigation. While no criminal charges are being pursued by Liberty County or the State of Texas, city officials said that Lozano’s “poor judgment and questionable decisions” brought embarrassment to both the Liberty Police Department and the City of Liberty.

“Our organization holds every employee to a high standard of conduct — both on and off duty — and we will continue to act decisively when those standards are not met,” the statement read. “Following the completion of an internal investigation and the exhaustion of the employee’s appeal process, the City of Liberty has terminated Lt. Lozano’s employment with the Liberty Police Department. The City’s decision was made in accordance with established personnel policies and due process procedures.”

The statement noted that, because the matter involves personnel and administrative records protected under law, no further comment would be provided.

According to authorities, the investigation into Lozano’s conduct stemmed from his alleged involvement in a Texas Rangers investigation connected to an animal cruelty case. On Sept. 29th, Domingo Quintana was arrested by the Liberty County Sheriff’s Office on an animal cruelty charge after an incident discovered at his home. Authorities said that while investigating a separate situation involving Quintana’s wife, Jessica Quintana, who reportedly attempted to drown their three children, deputies found evidence leading to Domingo Quintana’s arrest.

After Quintana was booked into the Liberty County Jail, Lozano allegedly visited him and was later seen driving Quintana away from the jail following his release, according to jail staff reports.

The City of Liberty said it remains committed to maintaining high standards of professionalism, accountability, and integrity within all city departments and to ensuring continued trust between the police department and the community.

Louisiana Trucker Surprised in Baytown
With Custom Kenworth and $50,000 Prize

A Louisiana truck driver received the surprise of a lifetime in Baytown when he was awarded a brand-new custom Kenworth truck and a $50,000 cash prize as the 2025 Pilot Road Warrior Champion.

Stacy Batiste, a professional driver from Lafayette, Louisiana, was chosen from thousands of nominations nationwide in Pilot Company’s annual Road Warrior contest — a program recognizing professional drivers for their dedication, safety, and service to the trucking industry.

Batiste has spent 33 years behind the wheel, logging more than 5.1 million accident-free miles. A Marine Corps veteran, he’s known among fellow drivers for mentoring newcomers and his steady commitment to road safety.

On Oct. 21st, Batiste stopped at the Flying J Travel Center in Baytown, unaware that Pilot and the Diesel Brothers were waiting inside with a life-changing surprise. With his family hiding nearby, Pilot representatives handed him the keys to a custom Kenworth truck and presented the $50,000 check — the largest prize in the contest’s history.

“Stacy’s hard work, dedication, and commitment to safety stood out among thousands of entries,” said Jordan Spradling, senior vice president of transportation and midstream assets at Pilot Company. “He’s a perfect example of how professional drivers make a positive impact on and off the road.”

Batiste began his career hauling sugar cane in South Louisiana and now operates as an independent owner-operator. He said the award will help him continue his passion for safe driving and mentoring other drivers who share his calling for life on the road.

Local Inventor Develops
Smart New Ratchet Design

Ever thought about inventing something that makes life easier? One Baytown resident did just that.

A local inventor has developed a new ratchet-and-socket combination tool designed to make tightening and loosening bolts faster and simpler. The creation — called the RANGEL Shallow Socket Ratchetcombines two common tools into one convenient design, eliminating the need to dig through a toolbox for the right socket or adapter.

The patent-pending tool was designed with durability and ease of use in mind, making it a helpful addition for electricians, plumbers, contractors, mechanics, and weekend do-it-yourselfers alike. Company officials said the design is now available for licensing or sale to manufacturers.

It’s a good reminder that big ideas don’t just happen in big cities or high-tech labs. Sometimes, they start right here at a neighborhood workbench.
