Mother Arrested

A Baytown woman has been arrested after police say her 11-year-old son, who has autism and is non-verbal, was found locked inside a room and living in appalling conditions.

According to Harris County court documents, 41-year-old Rachel Nicole Blaylock is charged with injury to a child and possession of a controlled substance. When Baytown officers went to the family’s mobile home on E. Homan Street, they reported finding the smell of feces so strong it made one officer nearly vomit. Inside the boy’s room, they said they found filth on the floor, walls, and even the screen door Blaylock had installed in place of the regular bedroom door so she could keep it locked.

Investigators say the child was covered in dried feces and severely underweight, weighing just 46 pounds — roughly half of what’s typical for his age. Hospital staff reported that his teeth were decayed and that he was suffering from malnutrition and neglect.

Blaylock reportedly told investigators her son often threw feces and could not use the bathroom on his own. Her mother, who also lived in the home, confirmed the boy was kept locked in the room most of the time and rarely bathed.

Blaylock was arrested on October 7th. Officers say they found a small container attached to her belt that she claimed held “ashes,” but it was later identified as crystal meth.

She remains in the Harris County Jail on a $250,000 bond, and her son is now in foster care.

La Porte Brings First-Ever
Fleet Week Houston to Sylvan Beach

The City of La Porte is joining in the excitement of the first-ever Fleet Week Houston, a historic celebration honoring the U.S. Navy, Marine Corps, and Coast Guard. From Nov. 5th to 12th, Houston will welcome more than 1,000 Sailors, Marines, and Coast Guard members, along with three Navy vessels filled with educational events, demonstrations, and community festivities. This marks the first time a Texas city has hosted Navy Fleet Week, making the occasion truly historic for the region.

La Porte is honored to be part of this landmark event with special activities at Sylvan Beach Park and an all-day street festival on Main Street.

Parade of Ships — Wednesday, Nov. 5 | 9 AM

Kick off Fleet Week in style with the Parade of Ships at Sylvan Beach Park (636 N Bayshore Drive). Join the City of La Porte and Harris County Precinct 2 as Navy vessels make their way into the Houston Ship Channel. This powerful spectacle officially opens the week’s festivities and offers the community the chance to welcome more than 1,000 Sailors, Marines, and Coast Guardsmen arriving for Fleet Week Houston.

Sylvan Beach Events — Saturday, Nov. 8 | 9 AM – 2 PM

In partnership with Harris County Precinct 2, La Porte will host an unforgettable, interactive Marine Corps experience on the shores of Sylvan Beach. Visitors can:

  • Watch a Marine Corps amphibious landing demonstration

  • View an impressive static display of military equipment

  • Witness a search and rescue demonstration

  • Enjoy a live performance by the Navy Band

This one-of-a-kind program gives residents and visitors the opportunity to engage directly with service members and gain a deeper appreciation for their skills, dedication, and service.

Fleet Weekend on Main — Sat., Nov. 8 | 1 PM – 8 PM

After Sylvan Beach, the celebration continues in La Porte’s historic downtown for Fleet Weekend on Main, an action-packed festival with something for everyone:

  • Live Music: A full afternoon and evening of performances on the main stage, featuring the Mo Jiles Band and more acts to be announced.

  • Touch-A-Boat Exhibit: See an impressive fleet of vessels displayed right on Main Street—your chance to explore them up close and meet their operators.

  • Craft Beer Garden: Sample the best of the region’s breweries and take home a commemorative festival mug.

  • Free Kids’ Zone: Military-themed inflatables, games, face painting, and activities for the youngest festival-goers.

Fleet Week is an annual tradition celebrated in major U.S. cities such as New York, San Diego, and San Francisco. It offers civilians the rare chance to meet service members, tour ships, and witness military demonstrations up close. This year’s Fleet Week Houston holds extra significance as it coincides with the 250th anniversaries of both the U.S. Navy and U.S. Marine Corps, making the celebration a milestone in military and national history.
