Jugging - Did you know?

As of June 2025, Texas has a new law that officially makes “jugging” a crime. Jugging is when thieves watch someone withdraw cash from a bank or ATM, then follow and rob them. Under House Bill 1902, jugging is now classified as a state jail felony.

What’s important is that suspects can be prosecuted even if the theft isn’t completedjust the act of shadowing someone with intent to rob is enough. The Texas Bankers Association backed the bill, noting it gives law enforcement stronger tools to stop these crimes and better protect vulnerable groups like seniors and small business owners.

Grove Business Park Breaks
Ground in Baytown

A major new industrial project is underway in Baytown with the groundbreaking of Grove Business Park, a 46-acre development located off I-10 East and Sjolander Road.

The project will feature nine Class A buildings totaling nearly 439,000 square feet, with sizes ranging from 30,000 to 120,000 square feet. Seven of the buildings are planned as dock-high distribution facilities, while two will be crane-ready manufacturing spaces capable of handling heavy industrial needs.

The development is designed to meet the growing demand for small to medium-sized industrial users in the Baytown area, where vacancy rates remain low. With excellent access to I-10, the Grand Parkway, Highway 146, and the Port of Houston, Grove Business Park is positioned to attract businesses needing both logistics and manufacturing space.

The groundbreaking ceremony drew support from community and business leaders, highlighting the significance of this project as BCS’s first ground-up industrial development. The company views Grove Business Park as a step toward diversifying its portfolio while helping to meet Baytown’s rising demand for industrial capacity.

A Teacher, A Team, and a
Free Comic Con:
Jerry Shafer’s Community Story

If you’ve lived here a while, you know the best things in our community are usually built by ordinary people doing extraordinary work together. Jerry Jacob Shafer is one of those people—an English teacher at Goose Creek CISD for 24 years, a lifelong comics fan since age seven, and part of a volunteer team that turns passion into real help for neighbors.

Jerry serves on the board of the Fred Aguilar Promise Center, a 501(c)(3) that offers free programs for local families. It’s a hands-on, roll-up-your-sleeves kind of place—what Jerry calls a “working board.” For years, the center operated out of a small, well-worn former lumber yard that stayed standing thanks to “spit, gum, sweat, tears, and love for people.” When the building arrangement changed beyond their control, the team moved—together—to the local Optimist Club, which welcomed them with open arms until the Center can secure its own home.

What the Promise Center Does (For Free)

For students: after-school tutorials; leadership camps for high schoolers; two-week summer science/art camps for elementary kids; backpack giveaways before school starts.

For families & neighbors: community health fairs; “know your rights” Q&As with representatives; English for Spanish speakers; conversational Spanish for English speakers; internet classes for seniors.

For culture & connection: all-day concert series; indie filmmaker showcases; pop-culture symposiums; poetry nights; Día de los Muertos celebrations—and yes, a community comic convention.

None of this pays a salary to Jerry or the board. Every dollar raised goes back into the programs and the event that helps fund them.

Why a Different Kind of Comic Con?

If you’ve priced big cons in Houston or beyond, you know it adds up fast. A typical three-day pass can run $100–$120 per person, which means $400–$500 for a family of four—before parking, food, drinks, or a single souvenir. For many families, that’s simply out of reach.

The team behind the Eastern Rim Funny Book & Vintage Con chose a different path: free admission and free parking. That choice keeps the door open to everyone. Families can use their hard-earned money on what they actually came for—comics and graphic novels to read, art, autographs, vintage finds, and memories. As an English teacher, Jerry believes literacy “makes the world a better place,” and this con leans into that—celebrating stories, reading, and creative expression.

Just as important, no one on the organizing team takes a paycheck. Proceeds go back into making the con happen again (and better), and a portion supports the Promise Center’s free community programs. It’s a circle: the event builds community, and the community lifts up the event.

“If I can do it, they can do it,” Jerry says. His hope is that this story nudges someone else to start something good—with family, friends, and neighbors, the way Eastern Rim has grown.

And he’s the first to stress: this is a team effort. Special thanks go to his wife, Drake; his friend and “brother” Agustin; the entire Fred Aguilar Promise Center board; and the many volunteers and supporters who hammer, haul, plan, and cheer this along year after year. Hard work and persistence—shared—really do pay off.

Why This Matters

Events like Eastern Rim do more than fill a weekend. They welcome everyone in, spark a love of reading, and keep resources flowing to after-school tutoring, summer camps, language classes, and more. That’s the vision Jerry holds onto—the “faith in humanity and the basic decency of people”—and the light he hopes others catch: love, peace, and connection.
