ExxonMobil’s Baytown Hydrogen Project
Faces Possible Delay or Cancellation

A major clean energy project planned for Baytown might be in trouble — and it all comes down to changing federal rules and tax credits.

ExxonMobil had announced plans to build the world’s largest blue hydrogen and ammonia facility at its Baytown refinery. The company said it would reduce carbon emissions by capturing and storing nearly all of the carbon dioxide created during production.

The plant would produce 1 billion cubic feet of hydrogen per day and 1 million tons of ammonia each year. The hydrogen would be used to make plastics and chemicals, replacing dirtier fuels currently used at the refinery.

But now, ExxonMobil says it may have to cancel or delay the project. Why? Because of new rules from the U.S. government that shorten the timeline for when companies must start construction in order to qualify for clean energy tax credits.

Originally, companies had until 2033 to begin building. Now, the deadline is the end of 2027. If companies miss that window, they lose a big financial incentive known as the 45V tax credit, which would help offset the high cost of clean hydrogen production.

“If we can’t see a path to a market-driven business, we won’t move forward with the project,” said ExxonMobil CEO Darren Woods during a recent earnings call.

He also said that although the Baytown facility could technically meet the 2027 deadline, the company is concerned about whether there will be enough buyers for the hydrogen and ammonia to make the project financially worthwhile.

In the meantime, ExxonMobil is still working on deals with buyers in the U.S., Europe, and Japan — but those agreements haven’t been finalized.

Some experts say the company could still qualify for another tax credit (called 45Q) for carbon capture, but that incentive pays less.

If the project moves forward, it would be one of the largest of its kind in the world and bring major investment and potential jobs to the Baytown area. But for now, the future of the project is uncertain — and local leaders, workers, and residents will be watching closely.

ExxonMobil Nears Completion of
Local Proxxima™ Facility

A new high-tech materials facility just outside Baytown is expected to come online later this year, helping usher in the next phase of innovation for ExxonMobil’s Proxxima™ systems, according to an Aug. 1st press release from the company.

The new site will supply raw materials for a companion blending facility that began operations in Huntsville in June 2025. Together, the two facilities represent Phase One of ExxonMobil’s global effort to scale up Proxxima™ — a new kind of lightweight, corrosion-resistant resin designed for use in industries like wind energy, automotive, infrastructure, and subsea piping.

The Proxxima™ technology is being developed and refined right here in the Baytown area, with ExxonMobil’s Proxxima™ Systems Lab at the Baytown Technology and Engineering Complex already playing a key role since opening earlier this year.

According to the company, Proxxima™ systems offer a smaller environmental footprint compared to conventional epoxy resins, with production-to-sale lifecycle greenhouse gas emissions estimated to be about 60% lower.

By building both the raw material facility near Baytown and the Proxxima™ lab locally, ExxonMobil is continuing to invest in the region as it pushes forward into the next era of manufacturing and materials innovation.

The company says this is just Phase One of a three-phase global rollout, aimed at making Proxxima™ a cornerstone of its lower-emissions materials strategy.

For Baytown, it’s another sign that the area continues to play a central role in ExxonMobil’s energy transition and next-gen materials development.

Monday’s Answer
C. Bush Mountain

Monday’s Quiz: What is the second-highest natural point in Texas?
Answer: C. Bush Mountain
While Guadalupe Peak is the highest point in Texas at 8,751 feet, Bush Mountain comes in second at 8,631 feet. It’s located just a few miles away in the Guadalupe Mountains and is part of the same rugged range in West Texas. Most people know the tallest — but the second tallest? That’s real trivia material.
