New Clean Fuel Agreement with Japan
ExxonMobil has announced a major international agreement tied to its planned low-carbon hydrogen and ammonia plant in Baytown, marking a big step in expanding clean energy production in the U.S.
The deal, announced yesterday, [May 7th], will see ExxonMobil supply 250,000 metric tons of low-carbon ammonia each year to Marubeni Corporation, a major Japanese trading company. The ammonia will primarily be used at the Kobe Power Plant in Japan to help reduce carbon emissions. This is the first signed customer agreement for the Baytown facility, which ExxonMobil hopes to begin building soon.
The Baytown complex, which already houses a large refinery and chemical plant, is where Exxon plans to build what could become the largest low-carbon hydrogen facility in the world. The hydrogen produced there will be turned into ammonia so it can be shipped overseas more easily. Importantly, about 98% of the carbon dioxide created in the process will be captured and stored undergroundâa method known as carbon capture and storage.
This agreement also means Marubeni will invest directly in the Baytown project, taking an ownership stake, though the size of that stake hasnât been made public.
However, ExxonMobil has not yet made a final decision to move forward with construction. That decision is expected sometime in 2025, and will depend on whether government policies and permits continue to support clean energy development. If approved, the project could bring new jobs and long-term investment to the Baytown area.
Once built, the facility would produce enough low-carbon hydrogen to support both U.S. and international clean energy efforts. Japan is counting on this supply to help cut emissions in sectors that are especially hard to make cleaner, like steelmaking, chemical manufacturing, and heavy industry.
ExxonMobil says this agreement will help grow U.S. energy exports, support jobs in Texas, and deepen industrial cooperation between the U.S. and Japan.

Indicted in Multi-City
Human Trafficking Case
A Baytown man accused of leading a multi-state human trafficking operation has been indicted by a Jefferson County grand jury. Michael Leonard Cupp, 49, identified by authorities as the founding member and national president of the Brothers East Outlaw Motorcycle Gang (BEAST), faces a charge of promotion of prostitution, a third-degree felony.
According to court documents, Cupp allegedly coordinated and profited from prostitution activities involving multiple women across Texas and Louisiana. The indictment follows an investigation launched by a Texas Department of Public Safety (DPS) special agent in cooperation with federal law enforcement.
Authorities say the operation spanned several cities, including Houston, Dallas-Fort Worth, Lake Charles, and Beaumont. Cupp is accused of organizing travel, communications, and collecting proceeds from the illegal activities. He was also reportedly directing other gang members to support the operation.
Cupp, who resides in Baytown, was indicted on Wednesday. If convicted, he could face 2 to 10 years in prison and a fine of up to $10,000. His bond has been set at $50,000.
While the case remains ongoing, DPS investigators continue to gather evidence and interview those involved. The indictment marks a major development in what law enforcement says is a broader investigation into criminal activity linked to the BEAST outlaw motorcycle gang.
